Canada’s National Housing Strategy needs to be renewed in this year’s federal budget. What has worked? What needs to be improved to ensure that everyone in Canada has access to an affordable and adequate home?
Join Marie-Josee Houle, the Federal Housing Advocate, as she talks with Dr. Carolyn Whitzman, housing policy researcher, and Professor Alexandra Flynn, constitutional law expert, about their new reports on how all levels of government – municipal, regional, provincial, territorial and Indigenous – can work together to end homelessness and reduce housing need.
Presented by the Canadian Housing Renewal Association and the Office of the Federal Housing Advocate.

Marie-Josée Houle, Federal Housing Advocate
Marie-Josée Houle is Canada’s Federal Housing Advocate, in her second term, leading efforts to advance the human right to adequate housing for all.
Dr. Carolyn Whitzman
Carolyn Whitzman is an Adjunct Professor and Senior Housing Researcher at University of Toronto’s School of Cities and author of Home Truths: Fixing Canada’s Housing Crisis (UBC Press, 2024).
Alexandra Flynn is a Professor at the University of British Columbia’s Peter J Allard School of Law. Her work focuses on municipal law and governance. She is the Director of the Balanced Supply of Housing at the University of British Columbia and the author of a forthcoming book on homeless encampments.
